Google Refine came from the project earlier named as Freebase Gridworks which is mainly a data cleaning tool acquired by Google. If you are having larger sets of data over spreadsheets with endless rows and columns, Refine makes the process much easier to clean up and use big sets of data. By the way Google has got this lovely product only for you which is free and an open source.

Mostly this tool can be used by the non-programmers including students and journalists those who deals with lots and lots of data in order to manipulate and sort data in a much quicker way.
